Elektroprivreda Srbije actively implements
the Energy Law, supporting all amendments since they are aligned with EU
directives. The biggest novelty implies new market participants, such as
aggregators, warehouse operators and active customers, said Radovan Stanic, EPS Assistant General Manager for Operational
Affairs.
– What was the
responsibility of the distribution system operator previously, now is transferred
to the supplier. EPS as supplier establishes a list of small customers. By the amendments
to the law, all micro and small enterprises that meet the conditions according
to the Law become small customers. That is one of the essential amendments. A
possibility of dynamic contracts and dynamic tariffs arises – said Stanić in
the panel discussion Effects of Amendments to Energy Law / Everything
you didn’t know about the amendments to EL, but you were afraid to ask, held
on 16 April within the framework of Energy 2025 Conference.
He explained that the
active customer is a new term introduced in the Energy Law. Active customer has
facilities for electricity generation and/or storage and, unlike prosumers, can
participate in the market and sell on the flexible service market. Active
customer must have an orderly balance responsibility.
- The Energy Law introduces
and defines a contract with variable prices and refers to the customers with
smart meters. Households at guaranteed supply are subject to regulated prices
and dynamic tariffs are rather not applicable to them but, instead, to the
customers at the open market. The customers at the open market may contract for
supply with dynamic price alignment – explained Stanić.
He added that prosumers
are welcome at the grid and that EPS is ready to take over all their energy.
Currently, we have about 5,000 prosumers, with a total capacity of 93
megawatts, which is a significant energy resource, and any RES production will
be supported.
I support the
importance of the amendments we have adopted, they are of historic
significance, with far-reaching consequences for our energy system, which will have
affect in the next 10 to 15 years. The amendments reflect global and European
trends in this area and are of a strategic and systemic nature, said Rade
Mrdak, Advisor to the Minister of Mining and Energy.
- We have identified
nuclear energy, hydrogen, we have reformed the connection of power plants to
RES, we have defined the balance market, long-term and short-term markets, we
have provided the system operators, the exchange and the energy agency with
rules and obligations. We have empowered the end-customer role through active
customers and energy communities. We have launched the deregulation of the
balance capacity market. For the first time, we awarded authorities to the
Energy Agency to make serious monetary fines to the energy subjects – said
Mrdak.
The panel was also
attended by Nenad Šijaković, Advisor to the General Manager for International
and Regulatory Affairs, Elektromreža Srbije, Dalibor Nikolić, Director
of the DEES Management Directorate in Elektrodistrbucija Srbije, Dejan
Popović, President of the Council of the Energy Agency of the Republic of
Serbia and Danijela Isailović, Manager of RES Serbia.
