Based on the Decision of the Government of the Republic of Serbia 05 no: 312-4012/2025 from 30 April 2025, the role of the last resort supplier has been assigned to “Electric Power Industry of Serbia“.

Who is entitled to last resort supply?

The right to last resort supply is granted to the end user of electricity who is not entitled to guaranteed supply in the event of:

§  Bankruptcy or liquidation of the supplier who supplied them until then

§  Termination or revocation of the license of the supplier who supplied them until then

§  That they have not found a new supplier after the termination of the supply contract with the previous one, unless the termination of the contract is a consequence of the customer's failure to fulfill its payment obligations

§  That they have not found a new supplier after the termination of the supply contract with the previous one, and belong to the category of customers to whom electricity supply cannot be suspended in the event of non-fulfillment of obligations

The last resort supply is achieved without the request of the end user and begins upon termination of the supply contract with the previous supplier.

The last resort supply may last continuously for a maximum of 60 days. If the end user has not found a new supplier after the expiration of the last resort supply, the system operator is obliged to suspend the supply of electricity to them.

Is the customer obliged to conclude a contract for last resort supply if they have not found a supplier?

Yes. The last resort supplier shall send a contract to all customers who do not have their own supplier, and are entitled to last resort supply, within eight days from the date of commencement of last resort supply. If the end user does not conclude a last resort supply contract within eight days from the date of receipt of the contract, the system operator shall, at the request of the last resort supplier, suspend the supply of electricity to them, and the end user shall be obliged to pay for the electricity consumed.

What is the price on last resort supply?

The last resort supply price, accepted by the Government of the Republic of Serbia, amounts to 170.94 EUR/MWh, represents a single amount in EUR/MWh for the specified period and includes the price of electricity and the costs of system balancing. In addition to the last resort supply price, under the last resort supply contract, the end user is obliged to pay the costs of the access to the system, the fee for the incentive for privileged electricity producers, the public media service fee, excise duty, value added tax (VAT) and other costs prescribed by law.

What is changing in the method of calculating electricity of last resort supply compared to the calculation of electricity of guaranteed and commercial supply?

The calculation of the last resort supply is very similar to the calculation of the commercial supply. The energy consumed in the last resort supply is not allocated to zones either. However, the price is uniform for higher, lower tariffs and single-tariff metering (170,94 EUR/МWh).
